Municipal Post Graduate College of Mussoorie was established by visionary, social worker, humanitarian, educationist and ex- Member of Parliament, Mr Jagannath Sharma. He was the founder President of the Managing Committee of the College. The college was (and is) managed and owned by the Managing Committee headed by the Chairman of the Municipal Board of Mussoorie.
As there was no higher education institution in the city, in 1963, the City Board of Mussoorie headed by Sri Jagannath Sharma broached and developed the idea of establishing a degree college or an institute of higher studies here in Mussoorie. It was difficult for the students of Mussoorie and its neighboring areas to pursue their dreams of higher education because there was no institution in the town that could cater to such needs of theirs. Shri Jagannath Sharma realized this and had a resolution passed by the City Board to establish a Degree College in Mussoorie. Thus, the college was born on August 10, 1963, first at Summer House, Kulri and later at Kincraig Mussoorie (where it is till date.)
For the first two years of its inception, ie 1963 -1965, the college was affiliated to Agra University. In 1965, its affiliation was transferred to CCS University ( Meerut University). In 1973, the affiliation of the college was again transferred from Meerut University to HNBGU Srinagar, Garhwal and this affiliation continuous till date
In 1963, the College started UG programs with subjects as Hindi, English, Sanskrit, History, Economics, Political Science and Sociology .The College was then known as Municipal Degree College.

In 1965, the Faculty of Science was started with Physics ,Chemistry and Maths at UG level.
In 1966, PG Programs were introduced in Hindi, English, Economics and Political Science. The college then was renamed as Municipal Post Graduate College.
Faculty of Commerce with B.Com in UG came into existence in 1983. M.Com in PG under Self- Finance Scheme started in 2001.
